Croydon Council prepares for Awaab’s Law

Croydon Council is getting ready for Awaab’s Law, which comes into force on 27 October 2025. The new legislation sets strict deadlines for landlords to deal with damp and mould, ensuring better protection for tenants.

The law was created following the tragic death of two-year-old Awaab Ishak in Rochdale, Greater Manchester, who lived in a flat affected by severe damp and mould.

Under the new rules, residents will have stronger rights and landlords will be legally required to act quickly. From 27 October 2025, landlords will have 10 working days to investigate complaints, three days to share their findings, and five days to make homes safe if a serious risk is found. Where repairs cannot be completed on time, landlords must offer safe temporary accommodation. The legislation will expand in 2026 to include hazards such as fire and electrical safety, and by 2027 it will cover all remaining housing risks.

As part of Croydon’s ongoing efforts to improve housing standards, the Council has already taken steps to prevent and respond quickly to damp and mould problems. A new risk-based system helps ensure the most urgent cases are prioritised, while better coordination between the call centre and surveyors means inspections can now be arranged more efficiently.

To provide clearer communication, the Council has introduced a resident liaison role, giving tenants a single contact for complex cases. The damp and mould policy has also been updated to reflect the new legal requirements. It outlines the Council’s duties and offers residents practical guidance on how to report issues promptly and allow access for inspections. A short video on the Council’s website also shares tips on preventing condensation and damp at home.

Improved tracking systems now allow the Council to monitor cases more closely and respond faster if repairs are delayed. In addition, joint inspections are being carried out in buildings where damp and mould have been persistent issues, helping to focus resources where they are needed most.
